All humans are equal, a person do things according to the mind ( nature of mind) and a person mind is based on the body  ( good body, good mind) and even the mind itself (if some damage). A person might do bad because he is natural due to his mind.People don’t do bad things intentionally, people do because they have natural tendency due to brain and the person get the body and brain naturally, so it is not his fault. If his brain be brought to balance, he can be very good person. If there is remedy (when medical can understand human behavior and its precise causes and bring solution) , it should be done, and the last resort should be according to law he may face consequences for the overall good to win.
